This is because it appears exclusively in the 6208 B-Wing Fighter Star Wars set.

The 6208 B-Wing Fighter Star Wars set made its first appearance in 2006 and featured a Ten Numb mini figure as well as a B-Wing Pilot mini figure. The Ten Numb mini figure has a cool design that features white legs, arms, and torso depicting the white overall pilot uniform of the mini figure, black hands, and a light grey waist. There are black, white and light grey markings on the body which are to enhance the detail of the mini figure’s design. In addition to these, the mini figure also sports a brown helmet which has an opening at the front showing the mini figure’s face which has some markings for the eyes as well as a face mask.
